Kerajaan Tidak Zalim Tangani Masalah Pengemis Dan Gelandangan Di Kuala Lumpur

KUALA LUMPUR, 4 Julai – Menteri Wilayah Persekutuan, Datuk Seri Tengku Adnan Tengku Mansor menafikan sekeras-kerasnya dakwaan kononnya kerajaan bertindak zalim dan tidak berperikemanusiaan dalam isu pengemis dan gelandangan sebaliknya menekankan bahawa tindakan diambil bagi membantu golongan terbabit untuk kehidupan yang lebih baik dan sempurna.

Katanya, usaha-usaha yang dilaksanakan oleh kerajaan adalah bagi memastikan keselesaan dan kesejahteraan warga kota sentiasa terpelihara selain aktiviti sindiket mengemis dapat dibanteras.

"Kerajaan memandang serius terhadap masalah gelandangan di Kuala Lumpur yang telah menyumbang terhadap masalah kebersihan khususnya lokasi-lokasi tumpuan pengunjung pelancong maka perkhidmatan melalui 'Anjung Singgah' disediakan," katanya dalam satu kenyataan kepada UMNO-Online di sini.

Jelas beliau lagi, golongan terbabit kebiasaannya akan tidur di tempat-tempat yang tidak sesuai di sekitar bandaraya Kuala Lumpur dalam persekitaran yang tidak bersih dan terdedah kepada penyakit berjangkit manakala golongan pengemis pula kebanyakannya meminta sedekah di hadapan kompleks perniagaan, tepi-tepi jalan dan sebagainya.

"Kedua-dua faktor ini bukan sahaja menyumbang kepada masalah kebersihan, malah turut menyumbang pelbagai masalah lain seperti sosial; keselamatan; menjejaskan imej Kuala Lumpur dengan pandangan kurang elok jika dilihat oleh pelancong.

"Menurut siasatan oleh pihak berkuasa, didapati terdapat sindiket yang beroperasi membawa golongan ini untuk mengemis di ibu kota terutamanya di kawasan yang menjadi tumpuan orang ramai seolah-olah telah dijadikan sebagai satu kerjaya yang mendatangkan hasil yang lumayan. Malah, terdapat diantara pengemis yang pernah ditahan oleh pihak berkuasa menginap di hotel-hotel berdekatan dengan tempat mereka mengemis."

Tegasnya, masalah gelandangan ini menjadi semakin rumit apabila mereka mempunyai kumpulan masing-masing yang menguasai kawasan tertentu sehinggakan timbul perebutan kawasan dan berlaku pergaduhan di antara mereka.

"Antara faktor yang menyumbang kepada masalah gelandangan ialah tiada pekerjaan, miskin, masalah mental, kemurungan, penyakit melarat, warga asing tiada pekerjaan, ketidakupayaan mengurus diri, ditinggalkan keluarga serta penagihan dadah, arak, bekas banduan dan warga emas."

Katanya, Kementerian Wilayah Persekutuan (KWP) bersama dengan Dewan Bandaraya Kuala Lumpur (DBKL) akan mengenalpasti pusat pengagihan makanan yang sesuai supaya NGO terbabit dapat meneruskan aktiviti sukarelawan serta menderma makanan kepada golongan ini.

"Saya menghargai segala usaha murni yang dilaksanakan oleh NGO yang terlibat dan kita akan mengadakan perbincangan bersama dengan mereka ini pada hari Selasa depan bagi menetapkan lokasi yang bersesuaian supaya pengagihan makanan dan bantuan-bantuan lain dapat dilaksanakan dengan lebih sempurna.

"Usaha ini juga mampu mengurangkan masalah kekotoran yang akan timbul akibat pembuangan sampah oleh golongan berkenaan. Pemilihan lokasi ini juga akan mengambil kira daripada aspek kesampaian yang mudah kepada golongan gelandangan ini."

Kawasan 'Hot Spot' masalah gelandangan di Kuala Lumpur yang dikenalpasti ialah Mydin Kotaraya; Masjid Negara; Central Market; Menara Maybank; Jalan Tuanku Abdul Rahman, Jalan Masjid India, Jalan Tiong Nam (Chow Kit), Jalan Silang, Masjid Jamek, Bank Negara, Bulatan Sultan Mohamad dan Dataran Merdeka.

Antara pendekatan strategik yang akan dilaksanakan bagi menangani masalah gelandangan ialah Pelaksanaan Zon Sifar Gelandangan iaitu 2.0 KM Radius bermula daripada Simpang Empat Lot 10. Pemilihan kawasan ini adalah berasaskan kepada aspek tumpuan pelancong, kawasan perniagaan dan berada di pusat Bandar Kuala Lumpur.

Tindakan penguatkuasaan akan dilaksanakan di kawasan ini dengan mengenakan denda dan bayar serta merta (terhadap mereka yang memberi makanan dan derma) serta melaksanakan proses "pungutan" terhadap gelandangan dan pengemis yang berada di kawasan berkenaan.

Dalam hal ini, KWP bersama dengan DBKL akan mengenalpasti lokasi yang sesuai bagi penempatan golongan ini iaitu dengan menyediakan bangunan seperti konsep 'Anjung Singgah' yang akan menempatkan kemudahan untuk golongan gelandangan seperti:

Menyediakan makanan yang berkhasiat secara percuma dan pihak NGO juga dialu-alukan untuk menyumbang makanan di pusat pengumpulan golongan tersebut;

Menyediakan tempat rehat dan tidur bagi memberikan keselesaan dan keselamatan kepada golongan ini;

Menyediakan pusat rawatan kesihatan bagi memastikan tiada masalah penyakit berjangkit akan tersebar oleh golongan ini;

Menyediakan pusat pendaftaran bersepadu yang akan merekod perihal golongan ini dengan bantuan Jabatan Kebajikan Masyarakat termasuk maklumat diri, waris dan sebagainya;

Menyediakan kemudahan riadah, mendobi pakaian dan sebagainya untuk kesihatan dan kekemasan diri; dan

Menyediakan perkhidmatan kaunseling dan membantu mendapatkan pekerjaan yang bersesuaian.

Dilaporkan, bagi tahun 2013, operasi bersepadu yang dilaksanakan oleh Dewan Bandaraya Kuala Lumpur (DBKL) telah mengangkut sejumlah 965 orang gelandangan dan didapati 125 orang daripada mereka adalah pendatang asing .

Pada tahun 2014 (sehingga Mei) sejumlah 117 orang gelandangan telah berjaya diangkut menerusi operasi bersepadu yang dijalankan dan didapati 21 orang daripada mereka adalah pendatang asing. – MediaUMNO
